Use this step-by-step checklist to determine if you may qualify for a free or low-cost government tablet through the Lifeline program. Work through each step in order.

Step 1: Confirm You Meet the Age Requirement

You must be at least 18 years old to apply for Lifeline service. If you are an emancipated minor, you may also be eligible. Verify that you meet this basic requirement before continuing.

  • Are you 18 years old or older? If yes, continue to Step 2.
  • Are you an emancipated minor with legal documentation? If yes, continue to Step 2.

Step 2: Check the One-Per-Household Rule

Lifeline allows only one benefit per household. A household is defined as a group of people living at the same address who share income and expenses.

  • Does anyone in your household already receive Lifeline service? If yes, you cannot apply for a separate benefit.
  • If no one in your household currently has Lifeline, continue to Step 3.

Step 3: Check Program-Based Eligibility

Do you or anyone in your household currently participate in any of these programs?

  • SNAP (food stamps / EBT)
  • Medicaid
  • Supplemental Security Income (SSI)
  • Federal Public Housing Assistance (Section 8)
  • Veterans Pension or Survivors Benefit
  • Tribal TANF, BIA General Assistance, or other tribal programs
  • Head Start (income-qualifying tribal households)
  • Food Distribution Program on Indian Reservations

If you participate in any of these programs, you likely qualify. Skip to Step 5 to gather your documents.

If you do not participate in any of these programs, continue to Step 4.

Step 4: Check Income-Based Eligibility

If you do not qualify through a program, you may still qualify based on household income. Your total household income must be at or below 135% of the Federal Poverty Guidelines.

Federal Lifeline 2026 annual income limits in the 48 contiguous states, D.C., and territories (different amounts apply in Alaska and Hawaii):

  • 1 person: $21,546/year
  • 2 people: $29,214/year
  • 3 people: $36,882/year
  • 4 people: $44,550/year
  • Add $7,668 for each additional person

Income at or below the correct location-specific threshold may be one Lifeline eligibility pathway, subject to official verification. Continue to Step 5.

Step 5: Verify Document Readiness

Before applying, confirm you have the following documents:

  • Government-issued photo ID
  • Proof of current address
  • Proof of program participation (benefit letter, enrollment card) OR proof of income (tax return, pay stubs)

If you have all required documents, continue to Step 6. If not, gather them first. See our documents checklist for details.

Step 6: Choose a Provider and Apply

You are ready to apply. Here is what to do next:

  1. Visit our state directory to find providers in your area.
  2. Use our provider comparison to choose the best option.
  3. Follow the instructions in our How to Apply guide.
  4. Submit your application through the provider's official website.

Remember that meeting eligibility requirements does not guarantee you will receive a tablet. Device availability depends on the provider's current inventory.
