Free or Low-Cost Tablet Help in California: LifeLine, Medi-Cal, CalFresh & Provider Offers
California Overview
Last updated: June 7, 2026.
California does not have a separate government program that guarantees a free tablet to every applicant. However, eligible residents may qualify for federal Lifeline, California LifeLine service discounts, and provider device promotions that may include free or low-cost tablets.
Tablet availability depends on your ZIP code, provider inventory, eligibility approval, and current terms. This guide covers free tablet California, free government tablet California, California LifeLine, Medi-Cal free tablet questions, CalFresh free tablet searches, and provider tablet offers.
Quick Answer for California Residents
- Federal Lifeline is active in California.
- California also has its own California LifeLine program.
- ACP ended in 2024 and is not available for new applicants.
- Lifeline and California LifeLine reduce eligible service costs; they do not guarantee a tablet.
- Some participating providers may offer free or low-cost tablets, but availability changes.
- California residents may qualify through Medi-Cal, CalFresh/SNAP, SSI/SSP, FPHA/Section 8, Veterans Pension and Survivors Benefit, Tribal programs, accepted California LifeLine programs, or income.
How Free Tablet Help Works in California
Federal Lifeline, California LifeLine, and provider tablet promotions are separate. Federal Lifeline may reduce phone, internet, or bundled service costs. California LifeLine can help reduce eligible phone or broadband service costs through participating providers.
A tablet, if available, comes from a provider offer, not directly from Lifeline or California LifeLine. Availability can vary between Los Angeles, San Diego, the San Francisco Bay Area, Sacramento, Central Valley, Inland Empire, smaller cities, and rural counties.
| Program/Option | What It Helps With | Does It Guarantee a Tablet? |
|---|---|---|
| Federal Lifeline | Phone, internet, or bundled service discount | No |
| California LifeLine | California service discount through participating providers | No |
| California LifeLine Home Broadband Pilot | Possible broadband discount through participating providers | No |
| Provider tablet promotion | Possible free or low-cost device offer | Maybe, depends on provider and ZIP code |
| ACP | Ended in 2024 | No longer available |

| Qualifying path | Notes |
|---|---|
| Medi-Cal | Common Lifeline/California LifeLine qualifying path |
| CalFresh / SNAP / EBT | Common qualifying path |
| Supplemental Security Income / SSI / SSP | Accepted path |

Can Medi-Cal Help You Qualify for a Tablet Offer?
Medi-Cal is a common eligibility path for Lifeline/California LifeLine and may help you qualify for discounted service. It does not guarantee a tablet by itself. Prepare accepted proof showing your name, program, issuing agency, and current eligibility where required. See Medicaid access and documents needed.
Can CalFresh or EBT Help You Qualify?
CalFresh/SNAP/EBT can be a qualifying path for Lifeline/California LifeLine and may help you qualify for discounted service. A provider tablet offer may be available, but it is not guaranteed. See EBT access and the eligibility checklist.

How to Apply in California
Important 2026 update: As of February 1, 2026, California has separate enrollment processes for the state California LifeLine program and federal Lifeline. The California Public Utilities Commission explains that new subscribers need to enroll separately for both discounts.
- Check whether you qualify through Medi-Cal, CalFresh, SSI, qualifying assistance or applicable state and federal income limits.
- For California LifeLine (state), first contact an approved phone or broadband provider and ask them to initiate your state application.
- Complete administrator verification online or follow the pink-envelope application instructions if one is mailed, and provide accepted supporting documents as requested.
- For federal Lifeline, complete the separate federal eligibility and enrollment process via Lifeline Support / National Verifier or an authorized provider.
- Compare current provider coverage, costs, device availability and terms for your exact California ZIP code.
- Apply through official channels and retain confirmations for any future renewals. Neither program guarantees a tablet.
Official references: California LifeLine application instructions and the CPUC February 2026 federal/state enrollment update. California's state income limits differ from the federal 135% table.

Los Angeles, San Diego, Bay Area, Rural California, and Local Help
California benefit records and 2026 income rules
BenefitsCal may help eligible California residents manage county benefits including CalFresh and Medi-Cal, depending on county administration. California LifeLine's separate state income limits for June 2026 through May 2027 differ from the federal 135% poverty table. Follow both official enrollment routes if seeking both discounts.
BenefitsCal (official portal) helps locate state benefits information. For current Lifeline companies, use the USAC ZIP-code provider lookup. Neither portal guarantees a free tablet.
Los Angeles, San Diego, Bay Area, Sacramento, and Inland Empire residents may have more provider choices and local digital-inclusion resources. Rural California residents should check network coverage, shipping availability, and device availability before choosing a provider.
CPUC, California LifeLine, public libraries, 2-1-1 California, community organizations, California Emerging Technology Fund, and digital-inclusion groups can help with connectivity information, but they are not free tablet giveaway programs. Visit local help.
Important Note About the ACP in California
ACP ended in 2024 because Congress did not provide additional funding. ACP is not a current application path. Alternatives may include federal Lifeline, California LifeLine, California LifeLine Home Broadband Pilot where available, provider low-cost plans, libraries, local nonprofits, California digital-inclusion resources, and community assistance.
